The scratch in this photo is hard to see but it's 5cm long and was deemed to be unacceptable, the driver paid a refurbishment recharge of £85+vat, which would be the cost of repairing the whole panel (In the real world, It would cost you at least £125+vat to have a bumper repainted, and these days thats what you are more likley to pay in recharges for damage like this).
