We give you the best advice we can based on our experience, but the decision to charge you or not lays with your lease company and you.
If you disagree with the lease company decision, you are able to appeal, first to your lease company, and then if the matter is not resolved to your satisfaction, you can approach the BVRLA who have a conciliation service. It is a good idea to take photos of any areas of damage yourself so that you have them as a record.

Sometimes a cosmetic repair can make all the difference and
save you money. For example, scratches and stone
chips on wing mirrors can
be touched in and this is often enough to avoid a recharge - otherwise, the
cost of the recharge is often less than the cost of a full repair. So we usually
wouldn't recommend a full repair to a wing mirror. How ever, if we charged
you for a cosmetic repair repair and you incurred a recharge, we would refund
the cost of the cosmetic repair.
We never recommend the wrong kind of repair, for example, we would never recommend
a smart repair on damage which clearly requires a car
body repair shop.
*Please note, we will refund what we charged you for the repair. We will not refund you the cost of the recharge.
